Job summary

Luster National, Inc. in California is seeking a Project Controls Manager to support large, complex heavy civil infrastructure programs. You will defend cost, schedule, and change data in front of contractors and program leadership to ensure a single, consistent forecast.

Responsibilities include overseeing WBS/CBS, baseline changes, earned value analysis, risk coordination, and mentoring controls staff. Strong software skills with P6, MS Project, Oracle Unifier, EcoSys, e-Builder, and Power BI

Qualifications

• Bachelor's degree or higher in construction management, engineering, finance, or business, or equivalent experience.
• 10+ years of project controls experience on large, complex heavy-civil projects (>$500M).
• Experience integrating cost and schedule data on a common WBS/CBS with baseline management and change control.
• Experience applying earned value methods and critical path analysis to forecast outcomes.
• Experience reviewing contractor cost/schedule submittals against contract requirements.
• Experience leading project controls staff on a capital program.
• Proficiency with industry standard scheduling and cost controls software and MS Office.

Responsibilities

• Oversee the program's integrated controls system, including WBS/CBS, coding standards, baseline changes, and reconciliation of cost and schedule data.
• Review and validate contractor cost/schedule submittals and baseline updates against contract requirements and field progress.
• Analyze earned value, cost and schedule performance indices, and surface variances to inform forecast actions.
• Evaluate change proposals, delay claims, and time impact analyses for cost and schedule merit.
• Oversee forecast, cash flow projection, contingency, and reserve position, testing underlying assumptions.
• Coordinate risk registers with baselines to carry quantified exposure into contingency decisions.
• Lead monthly controls cycle and present status, trends, and corrective actions to leadership.
• Coordinate controls across adjacent contracts and interfaces to capture cross-package impacts.
