Job summary

Luster National seeks Change Managers to support large heavy civil programs (highways, bridges, transit, airports, water) with a focus on change control, entitlement testing, and defensible program positioning for funding approvals.

The role covers independent cost/time analyses, coordination with estimators and schedulers, and presenting change package recommendations to owners. Strong leadership and PMIS experience are required.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, or business administration, or related field, or equivalent combination of education and experience.
• 10+ years of construction change control, change order, or claims experience for large and complex heavy‑civil infrastructure projects.
• Experience leading the change control process on a construction contract package.
• Experience evaluating change proposals, requests for equitable adjustment, or claims for entitlement, cost, and schedule impact.
• Experience developing or reviewing independent cost estimates and time impact analyses.
• Experience preparing change board or governance packages and presenting recommendations to owner decision‑makers.
• Working knowledge of public works contract provisions governing changes, delays, and notices.

Responsibilities

• Support the program’s change control process from early identification through entitlement determination, pricing, negotiation, and executed change order.
• Track every change notice and open change item to a documented decision within the contract timeframes.
• Evaluate change proposals, requests for equitable adjustment, and claims for entitlement, cost, and schedule impact.
• Develop independent cost estimates and time impact analyses to test contractor pricing and delay claims.
• Coordinate with estimators, schedulers, and analysts supporting change evaluation, ensuring consistent analysis and documentation.
• Prepare change board packages with recommendations and funding details for decision-makers.
• Negotiate change orders alongside the contracting officer and document agreed terms.
• Ensure approved changes are reflected in contract value, baseline schedule, and budgets.
