Job summary

Luster National is seeking experienced Change Managers to support major heavy civil infrastructure programs across highways, bridges, transit, airports, and water projects. You will lead change control from entitlement through pricing, coordinating estimators and schedulers, and presenting a defendable owner position.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, or business administration, or equivalent combo.
• 10+ years of change control, change order, or claims experience on large heavy-civil projects.
• Experience leading a construction change control process and coordinating estimators, schedulers, and analysts.
• Experience evaluating proposals, claims, and entitlement costs with contract language support.
• Experience developing independent cost estimates and time impact analyses.

Responsibilities

• Support the program’s change control process from identification to entitlement determination and pricing.
• Track changes in logs and drive documented decisions within contract timeframes.
• Evaluate proposals, requests for equitable adjustment, and entitlement claims with contract language support.
• Develop and review independent cost estimates and time impact analyses.
• Coordinate with estimators, schedulers, and analysts in change evaluation and documentation.
