Job summary

Luster National seeks Change Managers to support large, complex civil infrastructure programs, including highways, bridges, transit, aviation, and water projects. You’ll manage change control, develop independent analyses of entitlement, cost, and time, and ensure baselines are accurate and traceable to present defensible positions.

Qualifications

• Bachelor’s degree or equivalent with 10+ years of experience in large, complex heavy civil projects.
• Experience leading change control on a construction contract package including entitlement, pricing, and executed change orders.
• Experience evaluating proposals and claims for entitlement, cost and schedule impact, and recommending owner positions.
• Experience developing or reviewing independent cost estimates and time impact analyses.

Responsibilities

• Support the program’s change control process from early identification through entitlement, pricing, and executed change order.
• Track change notices and open items to documented decisions within contract timeframes.
• Evaluate change proposals and claims for entitlement and impact.
• Develop independent cost estimates and time impact analyses to test submitted pricing and delays.
• Coordinate with estimators, schedulers, and analysts to standardize change evaluation.
• Prepare change board packages with recommendations and independent analyses.
• Negotiate change order value and time extensions with contracting officers.
• Process approved change orders and ensure alignment with contract values and baselines.
• Coordinate change evaluation with engineering, inspection, right of way, and operations groups.
• Evaluate impacts to active operations and existing facilities before approval.
• Analyze site conditions and third-party changes to distinguish contract scope.
• Report change trends and risks to leadership for visibility.
• Maintain configuration control and audit trails for change documents.
