Job summary

Luster National seeks Change Managers to support large, complex heavy civil infrastructure programs, including highways, bridges, transit, aviation, and water/wastewater projects. You’ll manage change control, develop independent analyses, and keep baselines accurate to support program leadership decisions on multiple contracts or program levels.

This role is part of a talent pool for future needs; candidates may be activated in advance of openings.

Qualifications

• Bachelor’s degree or higher in construction management, civil or business related field.
• 10+ years of construction change control, change order, or claims experience for large heavy-civil projects.
• Experience leading the change control process on a construction contract package including entitlement, pricing, and coordination.
• Experience evaluating change proposals and claims and recommending owner positions.
• Experience developing independent cost estimates and time impact analyses.

Responsibilities

• Support the program’s change control process from early identification through entitlement, pricing, negotiation, and executed change order.
• Track change notices and open change items to documented decisions within contract timeframes.
• Evaluate proposals, requests for equitable adjustment, and claims for entitlement with contract language.
• Develop and review independent cost estimates and time impact analyses to test contractor pricing and delays.
• Coordinate with estimators, schedulers, and analysts supporting change evaluation.
