Job summary

Luster National, Inc. is seeking Change Managers to support large heavy civil infrastructure programs across highways, bridges, transit, aviation, and water projects.

You will lead change control activities, develop independent analyses of entitlement, cost and time, and maintain baselines with traceability for program leadership decisions. This role is in a talent pool for future opportunities; selected candidates will be activated for upcoming projects and notified when needs arise.

Qualifications

• Ten-plus years in construction change control for large, complex projects.
• Experience leading change control on heavy civil contracts including pricing and earned value.
• Ability to develop independent cost/time analyses testing pricing and delay claims.
• Familiarity with public works change provisions and contract governance.
• Proficient in coordinating estimators, schedulers, and analysts.

Responsibilities

• Support change control process from entitlement through executed change orders.
• Track change notices and log decisions within contract timeframes.
• Evaluate proposals and claims, recommending owner positions.
• Develop independent cost/time impact analyses to test pricing.
• Coordinate with estimators, schedulers, and analysts on evaluations.
• Prepare change board packages with recommendations and funding sources.
• Negotiate change orders with contracting officers and document outcomes.
• Ensure changes are reflected in contracts, baselines, and budgets.
• Coordinate with engineering, inspection, ROW, and operations teams.
