Job summary

Luster National seeks Cost Controls Managers to support large, complex heavy civil infrastructure programs across highways, roads, bridges, transit, airports, and water/wastewater projects. You will own the cost position on assigned programs, tracking budgets, forecasts, and funding implications to guide delivery decisions.

Responsibilities include developing baselines, monthly forecasts, reviewing invoices, evaluating change orders, and leading cost control staff.

Qualifications

• Bachelor’s degree or higher in CM/engineering/finance or related field
• 10+ years of cost control experience on large (> $500M) heavy civil projects
• Experience developing budgets, baselines, WBS, and cost coding
• Experience forecasting, EAC, cash flow and earned value analysis
• Reviewing contractor payments, cost reports, and change order pricing

Responsibilities

• Develop and maintain the cost baseline for an assigned program
• Produce monthly cost forecasts, EAC, and cash flow projections
• Review payments, cost reports, and invoices against contracts and schedule
• Evaluate change orders and cost exposure of pending changes
• Monitor contingency and management reserve usage
• Analyze earned value and cost performance trends
• Lead monthly cost reviews with program leadership
• Coordinate with finance, scheduling, risk, and contract teams
• Prepare cost reporting and audit documentation
