Job summary

Luster National, Inc. seeks a Project Controls Manager to lead cost and schedule integration for major heavy civil programs across highways, bridges, transit, and water/wastewater sectors.

You will defend numbers with contractors and leadership, aligning baseline, forecast, and reporting narratives. Responsibilities include managing WBS/CBS, reviewing submittals, analyzing variances, and guiding risk and contingency decisions for multi-billion-dollar programs.

Qualifications

• Bachelor’s degree or equivalent in a related field.
• 10+ years of project controls experience on large, heavy-civil projects.
• Experience integrating cost and schedule data on a common WBS/CBS.
• Experience applying earned value methods and critical path analysis.

Responsibilities

• Oversee integrated controls system and baselines to reconcile cost and schedule data.
• Review contractor cost/schedule submittals and progress.
• Analyze earned value, cost and schedule performance indices and forecast variances.
• Evaluate change proposals and time-impact analyses for merit and governance.
• Lead monthly controls cycle and present status to leadership.
• Coordinate across contracts and program interfaces to capture cross-boundary impacts.
