Luster seeks Change Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, and airports. You will manage change control, develop independent analyses of entitlement, cost, and time, and keep baselines accurate and traceable for leadership decisions as money moves.

Candidates should have 10+ years in change control on major projects, with PMIS and cost/schedule testing experience.

Qualifications

• 10+ years of construction change control on large (> $500M), heavy-civil projects.
• Experience leading the change control process on a contract package.
• Experience developing or reviewing independent cost estimates and time impact analyses.
• Experience preparing change board or governance packages and presenting to owner decision-makers.

Responsabilités

• Support the program’s change control process from early identification through entitlement determination, pricing, negotiation, and executed change order.
• Track every change notice and open change item in the log to a documented decision within contract timeframes.
• Evaluate change proposals, requests for equitable adjustment, and claims for entitlement, cost, and schedule impact.
• Develop and review independent cost estimates and time impact analyses that test contractor-submitted pricing and delay claims.
• Coordinate with estimators, schedulers, and analysts to support change evaluation and documentation.
• Prepare change board packages with recommendations and present to program leadership.
• Support negotiation of change order value and time extensions with the contracting officer, documenting agreements.
• Process approved change orders through contract and ensure updates to value, schedule, budget, and drawings.
• Coordinate change evaluation with engineering, inspection, right of way, and operations groups.
• Evaluate impacts to active operations and existing facilities before approval.
• Analyze differing site conditions and design changes to separate contract coverage.
• Report trends and risks to leadership to surface cost/schedule risk early.
• Maintain configuration control of change records and audit trails.
• Keep entitlement decisions and pricing basis retrievable for audits and disputes.
