Job summary

Jacobs is seeking a ROW Program Lead to guide a portfolio of electric transmission, substation, and related infrastructure projects. You will direct internal staff and external partners to ensure timely, compliant, and cost-effective ROW acquisition and land rights management.

In this role, you will collaborate with PMO and SOAR+E leaders to set standards, monitor KPIs, and align with client objectives. A valid driver’s license and experience in large capital programs are essential.

Qualifications

• Bachelor's degree in Real Estate, Land Management, Environmental Planning, Business, Engineering, Geography, Public Administration, or related field.
• 10+ years of progressive ROW/land services or related experience.
• Led ROW acquisition and land services programs for electric transmission/substation or large infra.
• Experience managing multidisciplinary teams, consultants, and external service providers.
• Strong understanding of ROW acquisition, easement negotiations, title review, and eminent domain.

Responsibilities

• Lead planning, execution, and performance of ROW services across transmission, substation, and related projects.
• Coordinate internal Jacobs staff and external ROW consultants and contractors to achieve program objectives.
• Establish delivery strategies, processes, and performance metrics for consistent ROW execution.
• Serve as primary ROW contact within SOAR+E team and PMO.
• Support development and implementation of program-level standards, tools, and reporting.
