Job summary

Jacobs is seeking an experienced ROW Program Lead to manage a portfolio of transmission, substation, and grid modernization projects across the Midwest and Eastern United States. The role directs a mix of internal staff and external partners to ensure compliant, timely ROW acquisition and land services aligned with client goals and regulatory requirements.

You will collaborate with the SOAR+E discipline leaders to deliver integrated environmental and permitting scopes while driving performance

Qualifications

• Bachelor's degree in Real Estate, Land Management, Environmental Planning, Business, Engineering, Geography, Public Administration, or a related field.
• 10+ years of progressive ROW, land services, utility infrastructure, or related experience.
• Experience leading ROW acquisition and land services programs for electric transmission, substation, renewable energy, or large infrastructure projects.

Responsibilities

• Lead the planning, execution, and performance of ROW services across a portfolio of electric transmission, substation, and related infrastructure projects.
• Coordinate internal Jacobs staff and external ROW consultants, contractors, and subcontractors to achieve program objectives.
• Establish delivery strategies, processes, and KPIs for consistent ROW execution across projects.
• Serve as the primary ROW contact within the SOAR+E team and PMO structure.
• Support development and implementation of program-level standards, procedures, tools, and reporting mechanisms.
• Collaborate with client representatives, PMO leadership, project managers, and environmental personnel to support project delivery.
