Job summary

Jacobs seeks an experienced ROW Program Lead to manage a portfolio of transmission, substation, and grid modernization projects across the Midwest and Eastern United States. You will direct internal staff and external partners, drive ROW acquisition, property rights management, and stakeholder coordination to align with client schedules and budgets.

The role requires 10+ years in ROW/land services, strong leadership, and PMO collaboration.

Qualifications

10+ years of progressive right-of-way, land services, utility infrastructure, or related experience.
Excellent communication, stakeholder management, and leadership skills.
Experience leading ROW acquisition and land services programs for electric transmission, substation, renewable energy, or large infrastructure projects.

Responsibilities

Lead the planning, execution, and performance of ROW services across a portfolio of electric transmission, substation, and related infrastructure projects.
Manage internal Jacobs staff and external ROW consultants, contractors, and subcontractors to achieve program objectives.
Establish delivery strategies, processes, and metrics for consistent ROW execution across projects by coordinating with PMO and client teams.
Serve as primary ROW contact within the SOAR+E team and PMO structure.
Support development and implementation of program-level standards, procedures, tools, and reporting.
