Job summary

Jacobs is seeking an experienced Right-of-Way Program Lead to manage a portfolio of transmission, substation, and grid modernization projects across the Midwest and Eastern United States. You will direct a team of internal staff and external partners to ensure ROW acquisition, easement procurement, and land rights management align with client goals, schedules, and budgets.

The role requires a Bachelor’s degree and 10+ years in ROW/land services, with PMO and regulatory experience.

Qualifications

• Bachelor's degree in Real Estate, Land Management, Environmental Planning, or related field.
• 10+ years of progressive ROW/land services or related experience.
• Experience leading ROW acquisition programs for electric transmission or large infrastructure.
• PMO, program management, or large capital delivery experience.
• Licensure/certification such as SR/WA or RWP preferred.

Responsibilities

• Lead planning, execution, and performance of ROW services across electric transmission and substation projects.
• Coordinate internal staff and external ROW consultants and contractors.
• Establish delivery strategies, processes, and KPIs for ROW across multiple projects.
• Serve as primary ROW point of contact within SOAR+E and PMO.
• Support development of standards, tools, and reporting.
• Ensure ROW activities comply with regulations and client requirements.
