Job summary

Jacobs is seeking a ROW Program Lead to guide a portfolio of transmission, substation, and related grid projects. You will direct a mix of internal staff and external partners to ensure compliant, timely ROW acquisition and land rights management while aligning with PMO objectives and client goals.

The role requires leadership across cross-functional teams, strong stakeholder management, and an ability to navigate regulatory requirements.

Qualifications

Bachelor's degree in Real Estate, Land Management, Environmental Planning, or related field.
10+ years of progressive ROW, land services, or utility infra experience.
Experience leading ROW acquisition and land services programs for electric infra.
Experience managing multidisciplinary teams, consultants, and external service providers.
Strong understanding of ROW acquisition, easement negotiations, property rights, title review, and eminent domain.

Responsibilities

Lead planning, execution, and performance of ROW services across transmission, substation, and related projects.
Coordinate internal staff and external ROW consultants, contractors, and subcontractors to meet objectives.
Establish delivery strategies, processes, and metrics for ROW execution across multiple projects.
Serve as primary ROW contact within SOAR+E and PMO structure.
Support development and implementation of program-level standards, tools, and reporting.
