Job summary

Jacobs seeks an experienced ROW Program Lead to oversee a portfolio of transmission, substation and grid projects. You will direct internal staff and external partners to ensure compliant ROW acquisition, easement processes, stakeholder engagement, and timely delivery within budget.

You will collaborate with the SOAR+E discipline leads and PMO to integrate ROW with siting, environmental permitting, engineering and construction activities across the Midwest and Eastern United States.

Qualifications

• Bachelor's degree in Real Estate, Land Management, Environmental Planning, Business, Engineering, Geography, Public Administration, or a related field.
• 10+ years of progressive ROW, land services, utility infrastructure, or related experience.
• Experience leading ROW acquisition and land services programs for electric transmission or large infrastructure projects.
• Experience managing multidisciplinary teams, consultants, and external service providers.
• PMO or large capital delivery experience; strong communication and leadership skills.

Responsibilities

• Lead planning, execution and performance of ROW services across a portfolio of electric transmission and related projects.
• Coordinate internal staff and external ROW consultants to achieve program objectives.
• Establish delivery strategies, processes and KPIs for consistent ROW execution.
• Serve as primary ROW contact within SOAR+E and PMO structures.
• Support development of program standards, procedures, tools and reporting.
