Job summary

Jacobs seeks an experienced ROW Program Lead to support a strategic delivery partner program for a major electric utility in the Midwest and Eastern United States. You will direct a team of Jacobs staff and external partners to manage ROW acquisition, easement procurement, and land rights across multiple projects.

As part of the SOAR+E team, you will align ROW activities with siting, environmental, permitting, and engineering efforts, ensuring schedules and budgets are met while maintaining

Qualifications

• Bachelor's degree or higher in a related field.
• 10+ years of progressive ROW/land services or related experience.
• Experience leading ROW acquisition programs for electric transmission/substation projects.
• Experience managing multidisciplinary teams and external vendors.
• Strong understanding of ROW processes, easement negotiations, and eminent domain.
• PMO/large capital delivery experience.
• Excellent communication and stakeholder management skills.

Responsibilities

• Lead planning, execution, and performance of ROW services across transmission and substation projects.
• Coordinate internal staff and external consultants to meet program objectives.
• Set delivery strategies, processes, and KPIs for ROW execution across multiple projects.
• Serve as primary ROW contact within SOAR+E team and PMO.
• Support development and implementation of program-level standards and reporting.
