Job summary

Jacobs seeks an experienced ROW Program Lead to manage a portfolio of transmission, substation, and grid modernization projects. You will direct internal teams and external partners, oversee property rights management, and align ROW activities with client objectives, schedules, and regulatory requirements.

You will collaborate with SOAR+E discipline leads, support governance, and help drive strategy for program delivery across the Midwest and Eastern United States, with travel as needed.

Qualifications

• Bachelor's degree or higher in Real Estate, Land Management, Environmental Planning, Business, Engineering, Geography or related field.
• Experience leading ROW acquisition, land services, or related programs for large infrastructure projects.
• Excellent communication, stakeholder management, and leadership skills.

Responsibilities

• Lead planning, execution, and performance of ROW services across electric transmission and substation projects.
• Coordinate internal staff and external ROW consultants, contractors, and subcontractors.
• Establish delivery strategies, processes, and metrics for ROW execution across multiple projects.
• Serve as primary ROW contact within the SOAR+E team and PMO structure.
• Develop and implement program-level standards, procedures, tools, and reporting.
