Job summary

Everblue is seeking a Program Manager to own end-to-end delivery of state IRA Home Energy Rebate programs, from launch through closeout. You’ll coordinate software, data, and workforce teams with state energy offices, contractors, and residents to ensure compliance, on-time delivery, and budget adherence.

The role is remote-based within designated states (NC, MN, or NV), with travel as needed. You’ll ramp in 90 days, manage dashboards and reporting, and drive improvements across cycles to

Qualifications

• 5+ years of program or project management experience in energy efficiency, weatherization, or federally funded programs.
• Experience managing budgets, timelines, and multiple stakeholders on complex programs.
• Strong data literacy with dashboards and reporting.
• Familiarity with 2 CFR 200 and DOE/EPA-funded initiatives is a plus.

Responsibilities

• Own delivery end to end for state IRA Home Energy Rebate programs from launch to closeout.
• Build and maintain work plans, budgets, milestones, and risk registers; configure rebate platform per state rules.
• Ensure compliance with federal requirements and state policy with no material findings.
• Oversee contractor onboarding, eligibility, and compliance; maintain approved contractor list.
• Coordinate across Everblue software, data, and workforce teams with state offices, contractors, retailers, and residents.
• Track KPIs, budgets, dashboards, and reporting; drive process improvements for next cycles.
