Job summary

Excellus BCBS in the United States is seeking a Manager, Applications Development to oversee IT staff responsible for new applications and updates to production systems. You will drive platform currency, security, and process improvements while coordinating across regional offices.

You will lead project planning and manage priorities, mentor a team of 5–10, and partner with business stakeholders to deliver strategic technical solutions within defined SLAs.

Qualifications

• Five years of related work experience, with preference for candidates with at least two years of staff management experience.
• Bachelor’s degree in computer science, Information Technology, or relevant field.
• In lieu of degree, an additional six years of related work experience is required.
• Demonstrated ability to handle competing priorities & initiatives, quickly changing priorities, and high customer expectations.
• Demonstrated analytical, diagnostic, and problem-solving abilities.
• Demonstrated expertise in project planning and project management.
• Demonstrated experience managing and motivating technical staff.
• Demonstrated knowledge and experience in structured systems analysis and design, building user relationships, data gathering techniques, and management information systems.
• Demonstrated knowledge of relevant programming or job control languages.
• Demonstrated knowledge of structured programming techniques.
• Demonstrated knowledge of Agile and Waterfall SDLCs.

Responsibilities

• Oversee and evaluate IT staff delivering new apps and updates.
• Engage business stakeholders to align technology with processes and strategy.
• Ensure system uptime and availability, and manage service request response times.
• Plan, coordinate, and execute development and implementation of strategic technical solutions.
• Lead architecture analysis, including hardware/software requirements, security, and costs.
• Manage a team of 5–10 across regional offices, including recruiting, training, and coaching.
• Monitor performance, set goals, and support staff development.
• Oversee production support activities including change and incident management.
• Act as escalation point for portfolio issues.
• Collaborate with vendors and ensure governance and controls.
