Excellus BCBS in Utica, NY seeks a Manager of Applications Development to lead a team of IT professionals in building and maintaining strategic software solutions. You will partner with business stakeholders to translate operating processes into scalable technical designs while ensuring uptime and timely incident response.

This role emphasizes governance of the software development lifecycle, performance management, and collaboration across New York regional offices.

Qualifications

Five (5) years of related work experience, with preference for candidates with at least two years of staff management experience.
Bachelor’s degree in computer science, Information Technology, or relevant field. In lieu of degree, an additional six (6) years of related work experience is required.
Demonstrated ability to handle competing priorities & initiatives, quickly changing priorities, and high customer expectations.
Demonstrated analytical, diagnostic, and problem‑solving abilities.
Demonstrated expertise in project planning and project management.
Demonstrated experience managing and motivating technical staff.
Demonstrated knowledge and experience in structured systems analysis and design, building user relationships, data gathering techniques, and management information systems.
Demonstrated knowledge of relevant programming or job control languages.
Demonstrated knowledge of structured programming techniques.
Demonstrated knowledge of Agile and Waterfall SDLCs.

Responsibilities

Overall accountability for IT-related aspects of a defined portfolio of applications.
Overall responsibility for the governance and oversight of the Enterprise Software Development Lifecycle (eSDLC) within their team.
Acts as IT Product Owner, driving platform currency and remediation.
Supports backlog reviews and stakeholder discussions to clarify intent and solutions.
Drives process efficiency improvements with key stakeholders.
Oversees production support activities including change and incident management and on‑call scheduling.
Leads corporate strategic projects ensuring budget, schedule, quality, and objectives are met.
Manages multiple priorities across project, maintenance, and production support.
Serves as vendor relations point‑of‑contact for third‑party platforms.
Fosters continuous improvement with metrics, standards, and governance controls.
Ensures proper, cost‑effective resource utilization and compliance with laws and policies.
