Praescient Analytics is seeking a hands-on Federal Proposal Manager & Lead Writer to own compliant, compelling, and technically credible federal responses from the formal bid decision through final submission. This player-coach role combines proposal management with substantive writing and editing across technical, management, staffing, and past-performance content.

Qualifications

• Four (4) years of hands-on federal proposal development experience.
• APMP certification at Foundation level or higher.
• Experience owning federal proposals from kickoff through submission.
• Strong knowledge of federal acquisition and source-selection practices.
• Exceptional writing and editing skills beyond grammar proofreading.
• Experience building compliance matrices and annotated outlines.
• Ability to manage multiple concurrent deadlines remotely.
• Hands-on with enterprise generative-AI tools for proposal work.
• Advanced Microsoft Word skills; proficient in PowerPoint, Excel, Teams, SharePoint, and Acrobat.
• U.S. citizenship required due to federal customer requirements.

Responsibilities

• Own assigned federal RFPs, RFQs, RFIs, and related responses from bid decision through submission.
• Analyze solicitations, amendments, evaluation criteria, and work statements.
• Develop and control compliance matrices, outlines, plans, templates, and submission checklists.
• Lead proposal kickoffs, solutioning sessions, and content reviews.
• Write and integrate content across technical, management, staffing, and executive sections.
• Interview executives and SMEs to extract solution details, benefits, metrics, and discriminators.
• Translate complex solutions into evaluator-focused narratives.
• Coordinate inputs from internal authors and teaming partners and drive content closure.
• Serve as senior proposal editor with structural, substantive, and final-copy reviews.
• Ensure compliance and quality through two-review protocol and AI-grounded validation.
