Job summary

C5MI Insights LLC is seeking a Proposal Manager to lead federal proposal efforts from RFIs to submission. This fully remote role collaborates with BD, capture, contracts, pricing, and SMEs to produce compliant proposals for defense and civilian customers.

You will build schedules, manage color reviews, translate complex ERP/supply chain solutions into clear government-ready narratives, and drive proposals to timely, win-ready completion.

Qualifications

• Bachelor's degree or equivalent experience in Communications, English, Business, Marketing, or related field.
• 5–7 years in proposal development/management, or 7–10 years without a degree.
• At least 2 years managing federal proposals from release through submission.
• Knowledge of FAR-based procurements and common contract types (IDIQ, GWAC, BPA, task orders).
• Hands-on color team reviews using Shipley or APMP practices.
• Strong writing and editing skills for government evaluators.

Responsibilities

• Lead full lifecycle of proposals including RFIs, RFPs, RFQs, and contract vehicle on-ramps.
• Translate solicitations into annotated outlines, compliance matrices, and assignments.
• Build proposal schedules, run kickoff meetings, and track milestones.
• Write and edit technical, management, and past performance sections.
• Coordinate color reviews, address reviewer comments, and ensure quality.
• Ensure alignment of technical and cost volumes with pricing and contracts.
