Job summary

OMG Federal is seeking a Proposal Manager to lead and manage the development of high-quality federal proposal responses in a remote capacity. You will coordinate with Business Development, operations, SMEs, executives, and pricing to ensure compliant, timely submissions across RFPs, RFIs, and sole-source opportunities.

The role demands strong federal contracting experience, exceptional technical writing, and disciplined risk management.

Qualifications

• Experience managing federal proposal responses across RFPs, RFQs, RFIs and sole-source opportunities.

Responsibilities

• Manage proposal development from qualification through submission, debriefs, and lessons learned.
• Collaborate with Business Development, operations, SMEs, executives, teaming partners, and pricing to produce compliant, compelling submissions.
• Review solicitations, create and maintain compliance matrices, outlines, schedules, responsibilities, and checklists.
• Lead kickoff meetings, color-team reviews, status meetings, and submission readiness reviews.
• Oversee proposal calendars, production schedules, deadlines, review cycles, and approvals.
• Develop, edit, and integrate content including management approaches, narratives, summaries, staffing, transitions, and past performance.
• Ensure responses comply with instructions, criteria, page limits, formatting, and customer expectations.
• Coordinate resumes and attachments aligned with labor categories and roles.
• Support development of RFP/RFQ/RFI and other federal proposals.
• Maintain bid/no-bid information, opportunities status, risks, action items, and gaps.
