Job summary

SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead all preconstruction activities for the High Voltage Infrastructure unit.

You will drive estimating, budgeting, and bid strategy from opportunity identification through handoff to project execution, partnering across BD, Engineering, Procurement, and Operations. Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV transmission/substation
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform
• Strong command of substation and transmission scope and cost drivers
• Experience building and leading an estimating team and standardizing processes
• Knowledge of project controls, scheduling, and constructability principles

Responsibilities

• Lead HV preconstruction team through estimating and proposal development (pricing, bid strategies).
• Own preconstruction stage-gate process for HV, ensure consistent scope definition and take-off methodology.
• Partner with Business Development to evaluate opportunities and shape win strategy and pricing.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to reflect buildable, field-validated approaches.
• Manage subcontractor and major equipment vendor bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to executive leadership.
• Ensure clean handoff of awarded projects from preconstruction to execution teams.
