Job summary

TRECIG is seeking a remote, part-time Business Development & Capture Specialist to grow the pipeline from market intelligence through award, including capture and proposal involvement. You will build relationships with DoD and federal customers, identify opportunities, and coordinate teaming with partners while reporting progress to leadership.

Qualifications

• Bachelor's degree in Business, Marketing, Communications, English, or related field or equivalent experience.

Responsibilities

• Identify, qualify, and grow a pipeline of opportunities in cybersecurity, IT modernization, AI/ML, logistics, and mission support.
• Find and pursue SDVOSB and small business set-asides; position for CMMC Level 2 where applicable.
• Build relationships with government program managers, contracting officers, and prime contractors.
• Own opportunity data; report pipeline health, stage movement, and forecast to leadership.
• Lead bid/no-bid and gate reviews with honest assessments of customer intimacy and PWin.
• Track acquisition policy changes and translate them into pipeline decisions.
• Lead capture on assigned pursuits: capture plans, call plans, and solution approaches.
• Run SWOT analyses and price-to-win discussions; craft win strategy.
• Build teaming network; identify partners and coordinate NDAs and joint ventures.
• Shape requirements via RFIs, sources sought, and customer meetings.
• Assess positioning on government vehicles and solicitations.
• Transition captures into proposals with kickoff packages and compliance matrices.
• Write and edit key sections: exec summaries, approaches, staffing, past performance.
• Align pricing, staffing, and strategy for fixed-price and T&M elements.
• Build and maintain proposal content library and resume database.
