Zel Technologies seeks a highly skilled Systems Analyst to support the planning, implementation, maintenance, and optimization of enterprise systems for Virginia Beach city operations. You will bridge city departments, IT teams, and vendors to ensure systems meet requirements and standards.

Qualifications

• Must be a US citizen.
• Bachelor's degree in Information Systems, Computer Science, Business Administration, or related field OR 6+ years of relevant experience in lieu of a degree.
• 3–5+ years of experience in systems analysis, application support, or enterprise system administration.
• Experience with requirements gathering, system configuration, and troubleshooting.
• Strong understanding of system integration, data flows, and application lifecycle management.
• Ability to communicate effectively with technical and non-technical stakeholders.
• Proficiency with enterprise systems, databases, and reporting tools.
• Familiarity with public-sector or municipal environments.
• Successful background and drug screening check.

Responsibilities

• Analyze, design, and implement system solutions that support city operations and service delivery.
• Serve as a liaison between city departments, IT teams, and external vendors to gather requirements and translate them into system specifications.
• Evaluate existing systems and recommend enhancements, integrations, or replacements to improve efficiency and user experience.
• Configure, test, and deploy system updates, patches, and new modules.
• Develop and maintain system documentation, including workflows, data dictionaries, and configuration records.
• Troubleshoot system issues, perform root‑cause analysis, and coordinate resolution efforts.
• Support data integrity, reporting needs, and system security in accordance with city policies.
• Assist with project planning, timelines, and resource coordination for system‑related initiatives.
• Provide training, guidance, and support to end users across city departments.
• Ensure compliance with municipal standards, state regulations, and best practices for system management.
