Zel Technologies LLC is seeking a skilled Business Analyst to support the City of Virginia Beach in transforming municipal operations and service delivery. You will partner with city departments and technical teams to translate needs into actionable requirements and support modernization initiatives.

The role emphasizes collaboration, policy alignment, and compliant solutions, with a mix of office work and department‑level engagements across projects and change management activities.

Qualifications

• Requires a Bachelor’s degree in Business Administration, Public Administration, Information Systems, or related field OR 4+ years of relevant experience.
• 2–5+ years of experience as a Business Analyst or similar role.
• Experience with requirements elicitation, process mapping, and documentation.

Responsibilities

• Conduct requirements‑gathering sessions with city departments, program managers, and community stakeholders.
• Document business needs and translate them into functional and technical requirements.
• Analyze existing processes and recommend improvements that support citywide efficiency and service delivery.
• Develop workflow diagrams, process maps, and supporting documentation.
• Support technology projects across the full lifecycle, including planning, testing, implementation, and user adoption.
• Ensure solutions align with municipal policies, state regulations, and city strategic priorities.
• Prepare reports, presentations, and briefings for department leadership and city management.
• Collaborate with IT, vendors, and cross‑functional teams to validate requirements and support system enhancements.
• Assist with change management, training materials, and communication plans for new systems or processes.
• Maintain accurate documentation in accordance with City of Virginia Beach standards.
