Job summary

Zel Technologies seeks a skilled Business Analyst to support municipal operations and technology modernization in Virginia Beach. You will partner with city departments and IT teams to analyze processes, define requirements, and drive projects that improve efficiency, transparency, and public service outcomes.

The ideal candidate has 2–5+ years as a BA, familiarity with public-sector environments, and strong elicitation, mapping, and documentation skills.

Qualifications

Bachelor's degree in Business Administration, Public Administration, Information Systems, or related field OR 4+ years of relevant experience in lieu of a degree.
2–5+ years of experience as a Business Analyst or similar role.
Experience with requirements elicitation, process mapping, and documentation.
Strong analytical and problem‑solving skills.
Ability to communicate effectively with both technical and non‑technical stakeholders.
Familiarity with municipal or public-sector environments.
Proficiency with tools such as Microsoft Office, Visio, or similar platforms.

Responsibilities

Conduct requirements‑gathering sessions with city departments, program managers, and community stakeholders.
Document business needs and translate them into functional and technical requirements.
Analyze existing processes and recommend improvements that support citywide efficiency and service delivery.
Develop workflow diagrams, process maps, and supporting documentation.
Support technology projects across the full lifecycle, including planning, testing, implementation, and user adoption.
Ensure solutions align with municipal policies, state regulations, and city strategic priorities.
Prepare reports, presentations, and briefings for department leadership and city management.
Collaborate with IT, vendors, and cross‑functional teams to validate requirements and support system enhancements.
Assist with change management, training materials, and communication plans for new systems or processes.
Maintain accurate documentation in accordance with City of Virginia Beach standards.
