Job summary

The State of New Hampshire is hiring for Human Services Specialist I-II in Claremont. You will determine eligibility for state and federal assistance, conduct needs assessments, and connect clients with resources across 46 programs.

Role includes mentoring staff, supervising as needed, and maintaining case accuracy while delivering whole-person service. Requires travel and strong communication skills; benefits and growth opportunities apply.

Qualifications

  • Associate's degree and 2 years of experience OR 4 years of education and experience after high school in customer service, social services, finance, case management, or related field.
  • Bachelor's degree and 1.5 years of experience OR 5.5 years of education and experience after high school in the same fields.
  • Valid driver’s license or access to transportation.
  • Must travel up to 50 miles for temporary assignments and job training.
  • Must work overtime when needed.

Responsibilities

  • Assess whole-person service needs and emergent needs to address economic mobility barriers.
  • Perform eligibility determinations for Medicaid, SNAP, TANF, Child Care, disability assistance, Long Term Care, and other programs.
  • Apply federal and state laws, regulations, and policies for 46 benefit programs.
  • Research and analyze client information using automated databases and system interfaces (New HEIGHTS, NECSES, EBTEDGE, MMIS, SAVE, VCI, AVS, NHES, NHUIS, NH EASY).
  • Conduct in-person or phone interviews, ensuring communication needs are met.
  • Review and assess cases, including complex multi-program cases, and identify potential fraud or over-issuance.
  • Participate in Tier One and Tier Two Resolution Call Center to resolve client inquiries.
  • Mentor staff and perform supervisory duties when needed.
  • Achieve performance ratings such as SNAP Error Rate to maintain funding.
  • Champion a whole-person client service model and hold professional standards.
