Job summary

The State of New Hampshire is hiring for Human Services Specialist I-II in Claremont. You will determine eligibility for state and federal assistance, conduct needs assessments, and connect clients with resources across 46 programs.

Qualifications

• Associate's degree and 2 years of experience OR 4 years of education and experience after high school in customer service, social services, finance, case management, or related field.
• Bachelor's degree and 1.5 years of experience OR 5.5 years of education and experience after high school in the same fields.
• Valid driver’s license or access to transportation.
• Must travel up to 50 miles for temporary assignments and job training.
• Must work overtime when needed.

Responsibilities

• Assess whole-person service needs and emergent needs to address economic mobility barriers.
• Perform eligibility determinations for Medicaid, SNAP, TANF, Child Care, disability assistance, Long Term Care, and other programs.
• Apply federal and state laws, regulations, and policies for 46 benefit programs.
• Research and analyze client information using automated databases and system interfaces (New HEIGHTS, NECSES, EBTEDGE, MMIS, SAVE, VCI, AVS, NHES, NHUIS, NH EASY).
• Conduct in-person or phone interviews, ensuring communication needs are met.
• Review and assess cases, including complex multi-program cases, and identify potential fraud or over-issuance.
• Participate in Tier One and Tier Two Resolution Call Center to resolve client inquiries.
• Mentor staff and perform supervisory duties when needed.
• Achieve performance ratings such as SNAP Error Rate to maintain funding.
• Champion a whole-person client service model and hold professional standards.

Job Summary

Human Services Specialist I (HSS I) and Human Services Specialist II (HSS II) provide direct service to individuals and families to determine and certify eligibility for state and federal public assistance programs. They perform comprehensive needs assessments, connect clients with resources, audit client records, conduct interviews, and maintain case accuracy. HSS II additionally mentors staff, assists with supervision, and participates in supervisory and project activities.

Minimum Qualifications

• Education/Experience (HSS I): Associate's degree and 2 years of experience OR 4 years of education and experience after high school in customer service, social services, finance, case management, or related field.
• Education/Experience (HSS II): Bachelor's degree and 1.5 years of experience OR 5.5 years of education and experience after high school in the same fields.
• Valid driver’s license or access to transportation.

Preferred Qualifications

• Strong verbal and written communication skills.
• Proficiency in computer skills (keyboarding, Microsoft Word, Internet, e‑mail systems).

After-Hire Requirements

• Complete Human Services Specialist New Hire Training and all supplemental curricula within 12 months.
• Maintain minimum average combined score of 85% on assessment(s) within 12 months.
• For HSS I hires, achieve satisfactory performance evaluation and receive recommendation for promotion to HSS II.
• Enroll in leadership training within 12 months.

Salary & Compensation

Hourly rate: $22.50 - $34.14
