The State of New Hampshire invites applications for a Full‑time Human Services Specialist I-II in the Keene district office. The role assesses needs, certifies eligibility for Medicaid, SNAP, TANF, and related programs, and connects clients with services across multiple systems.

It involves interviews, case reviews, and ensuring compliance with federal and state laws. HSS II adds supervisory duties, project leadership, and process improvement responsibilities.

Qualifications

  • Associate’s degree with 2 years of experience or equivalent combination of 4 years of education and experience after high school, in customer service, social services, finance, case management, or related field.
  • Bachelor’s degree with 1.5 years of experience or equivalent combination of 5.5 years of education and experience after high school, in customer service, social services, finance, case management, or related field.
  • Valid driver’s license or access to transportation.
  • Must travel up to 50 miles for temporary assignment or training; overtime may be required.
  • Proficiency in computer skills (keyboard, Microsoft Word, internet, e‑mail).
  • After-hire training and ongoing curricula within 12 months; leadership development for HSS II.

Responsibilities

  • Assesses whole‑person service needs; conducts needs assessments; connects clients to services; determines and certifies eligibility for Medicaid, SNAP, TANF, childcare, disability, and long‑term care.
  • Applies federal and state laws; researches client data across systems; conducts interviews; reviews cases; identifies fraud; participates in Resolution Call Center.
  • Mentors staff; maintains performance standards; promotes a whole‑person client‑service model.
  • HSS II adds supervisory tasks, project participation, and leadership initiatives to improve service delivery.
