Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to lead complex, multi-disciplinary proposals from strategy through submission. You will coordinate with business development, operations, and executives to craft compelling, compliant proposals that win work.

Qualifications

• Bachelor’s degree in Marketing, Communications, Journalism, English, Business, Public Relations, or related field.
• 8–10+ years of proposal management experience in the AEC industry preferred.
• Experience leading complex engineering consulting proposals from kickoff to submission.
• Experience with federal proposals (SF330) and alternative delivery methods a plus.
• Strong writing, editing, and organizational skills with attention to details.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related materials.
• Manage multiple pursuits with schedules, compliance, and production quality.
• Facilitate kickoff meetings, assign responsibilities, and drive pursuit accountability.
• Collaborate with BD, operations, technical staff, and leadership to craft winning messaging.
• Ensure compliance with client requirements, RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content from internal teams and partners; edit for clarity and consistency.
• Develop visually engaging layouts and PowerPoint presentations with brand consistency.
• Support interview prep, including presentation development and rehearsals.
• Maintain pursuit assets in Cosential/Unanet CRM and identify AI-driven process improvements.
