Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to join our Marketing team in Sacramento.

You will lead the full proposal lifecycle, from pursuit planning to submission, coordinating with BD, operations, and leadership to develop compliant, visually engaging materials. The ideal candidate has 8-10+ years in AEC proposal management, strong writing and project management skills, and a proven track record with federal and design-build pursuits.

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or related field.
• 8-10+ years of proposal management experience within the AEC industry preferred.
• Experience leading complex engineering consulting proposals from kickoff through final submission.
• Experience with federal proposals including SF330 qualifications.
• Strong writing, editing, organization, and project management skills.
• Proven ability to manage multiple pursuits with schedules and compliance.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related marketing collateral.
• Manage multiple concurrent pursuits, ensuring schedules, deadlines, and compliance.
• Facilitate kickoff meetings, establish proposal schedules, assign responsibilities, drive accountability.
• Collaborate with business development, operations, technical staff, and leadership to craft winning messaging.
• Ensure proposal compliance with client requirements, RFQs, RFPs, SOQs, and regulations.
• Coordinate content from internal teams and partners; edit and format technical content.
• Develop visually compelling layouts and PowerPoint presentations with brand consistency.
• Support interview preparation, including presentation development, coaching, rehearsal, and materials.
• Maintain proposal assets in Cosential/Unanet CRM and explore process improvements with AI.
