Job summary

Jobtailor seeks a seasoned program cost controls professional to lead RSTAC and National Team initiatives within the Development, Test & Growth domain. You will set baselines per policy, develop CFSRs and 1921 cost reports, and coordinate EAC/ Budget Change activities to ensure on‑time, on‑budget execution.

You will partner with PM teams to deliver cost and schedule analyses, build management reports, and present findings to leadership, leveraging EVMS knowledge and finance systems expertise.

Qualifications

• Bachelor’s degree or Advanced Degree with 3–5+ years in related field.
• Experience with EVMS, cost/schedule controls, and EAC processes.
• Proficient in MS Office applications (Excel, Word, PowerPoint).
• U.S. citizenship is required.
• Familiarity with finance systems: APEX, PRISM, Analysis for Office, Rplan.
• Prior program cost controls and EVMS audit experience is preferred.

Job description

• Lead the RSTAC and National Team programs within the Development, Test & Growth Business Area
• Establish and maintain the overall baseline compliant with program instruction, internal EVM policy and 10255
• Support and develop detailed cost CDRLs, including CFSRs, Cost Data Summary Report (1921), and Functional Cost Hour Report (1921-1)
• Coordinate quarterly Estimates at Complete and Budget Change Request coordination and implementation
• Provide cost and schedule analysis
• Partner with Program Management and cross-functional leads to support program execution
• Prepare finance charts for Program Management Reviews and other reporting activities
• Manage day-to-day program execution and all aspects of Earned Value and Estimate at Completion
• Provide program planning and control guidance and summarize, package, and present information to management
• Interact with Program Area Directors, Program Managers, customer representatives, finance teams, and contracts teams to align strategy and operating and financial objectives

Requirements

• Bachelor’s degree and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience
• Experience with Earned Value Management System (EVMS), Program Controls (Cost/Schedule), and/or Estimate at Completion (EAC) Process
• Experience using Microsoft Office applications (Excel, Word and/or PowerPoint)
• U.S. citizenship is required
• Experience with Finance Business Systems: APEX, PRISM, Analysis for Office and/or Rplan preferred
• Working knowledge of Raytheon financial and accounting policies and procedures preferred
• Prior experience in Program Cost Controls and EVMS audit/surveillance experience preferred
• Excellent analytical and problem-solving skills preferred
• Strong communication skills and attention to detail preferred
• Ability to meet deadlines, work in a team environment and manage multiple tasks preferred
• Must be independent and self-motivated
