Qualifications

  • Bachelor’s degree plus 9 years in government defense cost or schedule management, or 7 years with a Master’s degree.
  • Hands-on experience in Program Planning / Scheduling or Cost using scheduling software such as MS Project.
  • Experience in Earned Value with government reporting.
  • Prior leadership experience.
  • Willingness to travel domestically 10% of the time.
  • Active US Government clearance or enrollment in Continuous Evaluation.
  • Ability to obtain and maintain Special Access Program (SAP) clearance.
  • Preferred: Bachelor’s degree in Business Administration or Engineering with 9 years of hands-on Program Planning / Scheduling experience.
  • Preferred: Proficiency in MS Office including MS Project Server, PowerPoint, Excel, and Word.
  • Preferred: Familiarity with Earned Value tools such as Cobra.
  • Preferred: Experience with IPMR/IPMDAR and NDIA guidelines.
  • Active US government TS clearance preferred.

Responsibilities

  • Lead, supervise, and train a team of cost analysts for EVMS and SOX compliance.
  • Provide day-to-day guidance and support for Program Planning & Scheduling Analysts.
  • Perform quarterly and year-end performance reviews.
  • Manage multiple project priorities against timelines.
  • Support internal and external surveillance audits.
  • Ensure EVMS compliance with corporate policies.
  • Provide planning support for proposals and bid reviews.
  • Advise leadership on integrating schedules with EVM.
  • Support customer IBRs and DCMA surveillance reviews.
  • Attend site business management meetings to define schedule needs.
  • Partner with Scheduling management on resource allocation.
  • Operate in a fast-paced, change-driven environment.
  • Act as a change agent promoting trust, compliance, and continuous improvement.
  • Make decisions and solve problems with excellent communication.
  • Travel approximately 10%.

Job description

  • Lead, supervise, and train a team of cost analysts responsible for EVMS implementation and analysis, SOX compliance, funding analysis, program financial analysis, audits, and contract deliverables
  • Provide day-to-day hands-on support, guidance, troubleshooting, and satisfy programmatic requirements for Program Planning & Schedule Analysts
  • Perform quarterly and year-end performance reviews
  • Manage multiple project priorities against ambitious timelines
  • Support and coordinate internal and external surveillance audits
  • Ensure compliance with corporate policies, especially Northrop Grumman EVMS implementation
  • Provide project planning support for proposal bids and bid reviews
  • Advise program leadership on integrating project schedules and master reports with EVM
  • Support customer Integrated Baseline Reviews and DCMA Joint Surveillance Reviews
  • Attend site business management meetings to define schedule needs
  • Partner with Division/Sector Scheduling management on resource allocation needs
  • Work in a fast-paced, frequently changing, demand-driven environment
  • Act as a change agent promoting trust, compliance, continuous improvement, and learning
  • Make decisions and solve problems using excellent communication skills
  • Travel as required, approximately 10%
Requirements
  • Bachelor’s degree from an accredited university with 9 years of relevant experience in government defense cost or schedule management; OR 7 years of related experience with a Master’s degree; OR Associate’s degree with 11 years of relevant experience; OR High School/GED with 13 years of relevant experience
  • Hands-on experience in Program Planning / Scheduling or Cost utilizing Microsoft Project or similar scheduling software
  • Experience in Earned Value with government reporting
  • Prior leadership experience
  • Willingness and ability to travel domestically 10% of the time
  • Active US Government clearance with a background investigation within the past 6 years or enrollment in Continuous Evaluation
  • Ability to obtain and maintain Special Access Program (SAP) clearance prior to starting
  • Preferred: Bachelor’s degree in Business Administration or Engineering with minimum 9 years of hands-on Program Planning / Scheduling experience
  • Preferred: Proficiency in MS Office programs, including MS Project, MS Project Server, MS PowerPoint, MS Excel, and MS Word
  • Preferred: Familiarity with Earned Value tools such as Cobra
  • Preferred: Experience applying integrated cost/schedule and critical path methodologies within an EVMS environment
  • Preferred: Experience using a Monte Carlo schedule risk simulator such as Deltek Acumen Risk Analyzer
  • Preferred: Familiarity with the NDIA's Planning and Scheduling Excellence Guide
  • Preferred: Experience in Aerospace and/or Defense programs and familiarity with IPMR and/or IPMDAR
  • Preferred: Active US government TS clearance
  • U.S. Citizenship required for positions with a government clearance and certain restricted positions
