Job summary

WGL Holdings, Inc. is seeking a Manager of the PMO to lead a team and govern a portfolio of enterprise and capital projects in a centralized PMO, ensuring safe, on-time, on-budget delivery and regulatory compliance.

You will partner with Operations, Engineering, Supply Chain, Permitting, Accounting, Regulatory Affairs, and Executive Leadership to align projects with strategic and regulatory goals, driving disciplined change control and continuous improvement.

Qualifications

• Bachelor’s degree in engineering, project management, construction management, other related field, or equivalent experience required.
• Certification demonstrating experience (such as PMP) strongly preferred.
• 5-7years of progressive project and program management experience, preferably within a utility or regulated infrastructure environment.
• 5+ years in a PMO leadership or portfolio management role required.
• Experience managing large capital programs and enterprise initiatives.
• Utility capital project delivery.
• Regulatory and compliance awareness.
• Financial and Business acumen and portfolio management.

Responsibilities

• Implement and maintain PMO standards, methodologies, tools, and governance frameworks in line with utility best practices.
• Lead a team of project managers and ensure portfolio execution aligns with governance, stage-gates, and approval criteria for capital and enterprise initiatives.
• Report on portfolio using project controls, risk management, change management, and QA tools.
• Oversee jurisdictional portfolio implementation, prioritization, and optimization of capital projects.
• Align portfolio with strategic plans, rate case commitments, regulatory mandates, and asset management priorities.
• Provide leadership and mentoring to portfolio/program managers in the PMO.
• Monitor portfolio performance, benefits realization, and capacity planning to meet objectives.
• Ensure compliance with regulatory requirements and support audits, filings, and reporting.
• Support rate recovery and cost justification with Regulatory Affairs and Finance.
• Oversee cost estimating, budgeting, forecasting, and schedule management with monthly/weekly financial reporting.
• Drive change control and escalation processes with cross-functional collaboration.
• Facilitate information sharing and reporting to senior leadership.
• Resolve cross-functional issues and optimize resources across programs.
• Promote continuous improvement and execution excellence.
