Fairstead ESC LLC is seeking a highly capable Community Manager to oversee daily on-site operations at a property and ensure regulatory compliance. You will manage leasing, enforcement actions, and tenant relations while coordinating with Compliance, construction, and regional teams.

The role requires deep knowledge of HUD guidelines, LIHTC programs, and annual recertifications, with a focus on maintaining property performance and resident outcomes. A strong leadership background is essential.

Qualifications

• Three (3) years of management experience including supervising a team.
• COS (Certified Occupancy Specialist) or CPO (Certified Professional of Occupancy) certification.
• Bachelor's degree preferred.
• EIV experience.
• TCS certification for tax credit properties.
• Experience in Affordable Housing
• Proficient in Microsoft Office Suite.
• Ability to multi‑task and meet tight deadlines.

Responsibilities

• Ensure adherence to laws relating to leasing, including HUD, Fair Housing, ADA, and FCRA.
• Remains compliant and knowledgeable in HUD 4350.3 Handbook.
• Develops responses to regulatory agencies in coordination with Compliance.
• Implements intervention strategies with Regional Managers and Compliance Department for tenants who are non‑compliant.
• Prepares all site reviews and recertifications (REAC, MOR, LIHTC).
• Assists tenants with requests, questions, problems, and complaints.
• Monitors tenant arrears and litigation cases.
• Documents lease violations and coordinates evictions.
