Job summary

Luster National is seeking Office Engineers of various skill levels to support large, complex heavy civil infrastructure programs—including highways, bridges, transit, airports, and water projects. These roles manage submittals, RFIs, contract records, pay applications, and change documentation to keep audit-ready records.

Qualifications

• Bachelor’s degree in civil engineering, construction management, or related field.
• 5+ years of office engineering experience on large heavy-civil projects.
• Experience logging submittals, RFIs, and construction correspondence.
• Working knowledge of contract docs, specs, drawings, pay apps and change orders.
• Experience with Procore, e-Builder, Primavera P6, Unifier, Kahua, etc.
• Proficiency with MS Office 365 applications.

Responsibilities

• May administer submittal and RFI processes with logging and tracking.
• Maintain construction record sets and ensure current approved versions.
• Review pay applications and progress payments against quantities and schedule of values.
• Compile change order documentation and negotiation history.
• Monitor insurance, bonds, certified payroll, DBE, and permit compliance.
• Coordinate document flow across active work areas and packages.
• Reconcile field records with contractor submissions for payments.
• Coordinate with contractors, designers, and agency staff.
• Prepare progress reports, log summaries, and meeting minutes.
• Organize document control structure, naming conventions, versioning and retention.
• Support schedule updates by reconciling submittals and change activity.
