Job summary

Luster is seeking Office Engineers to support large heavy civil programs across highways, bridges, transit, and water projects. The roles focus on submittals, RFIs, contract records, pay applications, and change documentation to keep records current for payments and audits.

These positions are for future needs; candidates are entered into a talent pool and notified when opportunities arise. Collaboration with contractors, designers, and agency staff is essential.

Qualifications

• Bachelor's degree in civil engineering, construction engineering, construction management, or related field, or equivalent education/experience.
• 5+ years of office engineering experience on large, complex heavy-civil projects.
• Experience administering submittal, RFI, and construction correspondence logs on an active program.
• Working knowledge of contract documents, specs, drawings, and pay apps / change orders.

Responsibilities

• May administer submittal and RFI process, logging, distributing, and tracking responses.
• Maintain construction record set with contracts, plans, specs, addenda, and as-built markups.
• Review pay apps against verified quantities and schedule of values for approval.
• Compile and track change order documentation and negotiation history.
• Monitor insurance certificates, bonds, payroll, DBE participation, and permits compliance.
• Coordinate document flow across active work areas and contract packages.
• Reconcile field records and contractor submissions to support payments and audits.
• Prepare progress reports, log summaries, and meeting minutes.
