Job summary

HDR is seeking a Navy Programs Director to lead strategic direction and growth for Navy programs across the United States. You will collaborate with the Federal Leadership Team to pursue opportunities, shape program governance, and ensure quality and compliance across a broad portfolio.

You will work with external stakeholders and internal leaders to deliver high-value contracts while mentoring diverse teams and managing risk, budget, and schedule.

Qualifications

• 15+ years relevant industry experience
• Self-starter with a history of completing projects with limited oversight
• Deep knowledge of the A/E/C industry's standard procurement of professional services
• Ability to motivate and inspire others
• Experience in growing programs in new or highly competitive markets
• Strong financial acumen and negotiation skills
• Excellent written and verbal communication skills
• Ability and willingness to travel (20-40%)
• Demonstrated leadership in large, complex organizations at executive level

Responsibilities

• Lead Navy (including Marine Corps) Programs strategic direction and visioning
• Support sales teams to achieve sales goals related to Navy Programs
• Develop new projects, markets, business classes, project planning, financial information, staffing requirements, marketing materials and related matters for Navy Programs
• Direct and monitor program execution across multiple disciplines (change management, cost control, scheduling, procurement, quality, etc.)
• Coordinate with Federal Regional Directors and oversee Navy Programs staff and client management teams
• Prepare annual budgets and monitor performance of Navy Programs to achieve defined goals
• Monitor Navy Programs direction, policies, risk, and adherence to company policies
• Collaborate with company managers and leadership on program strategy and community relations
• May serve as project principal/program manager on highly significant projects/contracts
• Manage relationships with clients and partnering organizations across local and federal levels

Education

Bachelor’s degree in engineering / architecture / planning or science

Master’s degree preferred
