Job summary

Unknown Company is seeking a Medicaid Eligibility Product Owner to translate policy into a prioritized backlog and drive timely decisions for state members. You will partner with policy leaders and technology teams to simplify complex rules into clear epics and acceptance criteria.

You will lead impact analysis for federal/state requirements, coordinate with adjacent systems, and ensure testable criteria are met. A Bachelor’s degree or equivalent experience is required.

Qualifications

• 5+ years as Product Owner, Product Manager, or business lead on government or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Working knowledge of Medicaid eligibility rules (MAGI and non-MAGI).
• Experience writing user stories and acceptance criteria; backlog management in Jira/Azure DevOps or similar.
• Experience working in Agile or Scrum teams.

Responsibilities

• Own and prioritize the product backlog for Medicaid eligibility and enrollment system, balancing federal mandates, state policy, and member impact.
• Translate eligibility policy into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements (e.g., H.R. 1 provisions).
• Partner with state policy and program staff to clarify rules and document decisions.
• Collaborate with Scrum Masters, developers, testers, and BI analysts through planning, refinement, reviews, and acceptance.
• Accept completed work against acceptance criteria and support user acceptance testing with state staff.
• Coordinate dependencies with adjacent systems such as SNAP, MMIS, and managed care organizations.
• Track product outcomes (timeliness, auto-renewals, error rates) to guide priorities.
• Communicate progress, trade-offs, and risks to agency leadership.
