Job summary

Top Echelon Software, LLC is seeking a Medicaid Eligibility Product Owner to translate state policy into a clear backlog and guide cross-functional teams. You will balance federal mandates, state policy, and member impact to ensure accurate, timely eligibility decisions.

You will partner with state agency leaders, policy experts, and technology teams to turn complex rules into actionable epics, user stories, and acceptance criteria, while leading ongoing refinement and user acceptance testing.

Qualifications

5+ years as Product Owner/PM or business lead on government or healthcare systems.
3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
Experience writing user stories and acceptance criteria; backlog management in Jira/Azure DevOps.

Responsibilities

Own and prioritize the Medicaid eligibility and enrollment backlog, balancing federal mandates and state policy.
Translate MAGI and non-MAGI rules into epics, user stories, and acceptance criteria.
Lead impact analysis for new federal/state requirements and renewals.
Collaborate with state policy staff to clarify rules and document decisions.
Work with Scrum Masters, developers, testers, and analysts through planning, refinement, reviews, and UAT.
