Joseph Michaels International is seeking a Medicaid Eligibility Product Owner to translate complex eligibility policy into a prioritized backlog and to guide the state’s Medicaid system development. You will collaborate with state agency leaders, policy experts, and technology teams to ensure timely, accurate decisions for members.

You will own the backlog, define epics and stories, conduct impact analysis for federal/state changes, and coordinate with policy, program staff, and delivery teams

Qualifications

• 5+ years of experience as a Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years of hands-on experience with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Experience writing user stories and acceptance criteria and managing a backlog in Jira, Azure DevOps, or a similar tool.
• Experience working in Agile or Scrum teams.
• Clear, plain-spoken communication with technical teams and agency executives alike.
• Bachelor's degree or equivalent experience.

Responsabilités

• Own and prioritize the product backlog for Medicaid eligibility and enrollment system, balancing mandates, policy, and member impact.
• Translate eligibility policy into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements, including renewal rules.
• Collaborate with policy and program staff to clarify rules and document decisions.
• Work with Scrum Masters, developers, testers, and business analysts through planning and refinement.
