Qualifications

• 5+ years as Product Owner, product manager, or business lead on government or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated eligibility systems.
• Knowledge of MAGI and non-MAGI eligibility rules, verifications, renewals.
• Experience writing user stories and acceptance criteria and managing a backlog in Jira/Azure DevOps.
• Experience working in Agile or Scrum teams.
• Strong, clear communication with technical teams and agency executives.
• Bachelor's degree or equivalent experience.

Responsibilities

• Own and prioritize the product backlog for Medicaid eligibility and enrollment systems.
• Translate policy rules into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements.
• Clarify rules with state policy and program staff and document decisions.
• Collaborate with Scrum Masters, developers, testers, and BAs throughout planning and reviews.
• Accept completed work against criteria and support user acceptance testing.
• Coordinate dependencies with related systems (SNAP, MMIS, managed care).
• Track outcomes (timeliness, auto-renewals, error rates) to guide priorities.
• Communicate progress, trade-offs, and risks to agency leadership.
