The role partners with state agencies and technology teams to balance MAGI/non-MAGI rules, renewals, and notices. You will lead epics, user stories, and acceptance criteria across Agile teams, ensuring alignment with policy intent and program goals.

Qualifications

• 5+ years as Product Owner/PM on government or healthcare systems.
• 3+ years with Medicaid eligibility, enrollment, or integrated systems.
• Knowledge of MAGI/non-MAGI rules, verifications, and renewals.
• Experience writing user stories and backlog management in Jira/Azure DevOps.
• Experience in Agile or Scrum.
• Clear, plain-spoken communication with technical teams and executives.

Responsibilities

• Own and prioritize the Medicaid eligibility backlog for the state, balancing mandates, policy, and member impact.
• Translate policy into epics, user stories, and acceptance criteria.
• Lead impact analysis for new federal/state requirements (e.g., MAGI rules, renewals).
• Collaborate with state policy and program staff to clarify rules and document decisions.
• Work with Scrum Masters, developers, testers, and BAs through planning and reviews.
• Accept completed work against acceptance criteria and support user acceptance testing.
• Coordinate dependencies with SNAP, MMIS, and managed care programs.
• Track outcomes to guide priorities (timeliness, auto-renewal rates, error rates).
• Communicate progress, trade-offs, and risks to agency leadership.
