Job summary

Quanta Services’ North Houston Pole Line (NHPL) seeks a Lead Estimator to develop accurate bids for high‑voltage transmission line and substation projects. You will manage the estimating process from bid kickoff through proposal submission, including takeoffs, pricing, subcontractor quotes, and assumptions used to support leadership decisions.

The ideal candidate has 5+ years in HV transmission estimation, experience with 69 kV–765 kV systems, and proficiency with Primavera P6 or MS Project.

Qualifications

• Five+ years estimating HV transmission construction (69 kV–765 kV); substation exp. preferred.
• Experience developing quantity takeoffs from transmission plans and one-line drawings.
• Ability to develop crew-based labor and equipment estimates using production rates.
• Experience pricing lump-sum, unit-price, and time & materials work (EPC/design-build).
• Interpret bid documents, tech specs, and contract terms; identify scope gaps/risks.
• Evaluate subcontractor quotes and prepare complete proposals for leadership review.
• Proficiency with Primavera P6 or MS Project to support bid schedules.
• Understand field construction constraints like access, outages, sequencing, wire-pulling operations.

Responsibilities

• Manage estimates from bid kickoff through proposal submission for HV transmission and substation projects.
• Review bid documents, drawings, specifications, and contracts to define scope and identify gaps.
• Build crew-based labor and equipment estimates considering site access, sequencing, outages, and wire pulls.
• Solicit and evaluate subcontractor and supplier quotes; ensure scope coverage and pricing competitiveness.
• Collaborate with operations to establish construction methods, resource needs, and bid schedules.
• Assemble complete proposal packages and present estimates with assumptions to leadership.
• Develop and maintain pricing libraries and estimating records for future bids.
