Job summary

The City of Minneapolis is seeking an experienced Human Resources partner to advise management across operating units, aligning business objectives with employee and management goals. You will advise on policies, lead investigations, and develop integrated HR solutions to foster enterprise success.

This role emphasizes strategic guidance, labor relations participation, and data-driven decisions in staffing, development, and succession planning.

Qualifications

• Bachelor's degree in HR or related field; required.
• Five years of related HR experience.
• Public sector or union environment experience preferred.
• PHR, SPHR, or IPMA-CP/SCP certification preferred.

Responsibilities

• Provide day-to-day performance management guidance to management including coaching, counseling, career development and disciplinary actions.
• Provide consultation on complex employee issues including investigations, ADA accommodations, leave inquiries, and legal risk considerations.
• Lead investigations into misconduct and report results to Ethics Officer.
• Consult with management on succession planning, organizational design and development, and employee engagement.
• Ensure compliance with laws and maintain HIPAA/privacy protections; partner with legal as needed.
• Provide workforce analytics to drive recruitment, retention, and diversity goals; oversee staffing processes.
• Serve as liaison to HR divisions and represent management in labor relations, grievances, and civil service matters.
• Partner with FMLA administrator to manage leaves and data accuracy in HRIS.
• Oversee performance appraisal processes and deliver customer service to business units.
