Luster National is seeking a Contract Specialist to support large heavy civil infrastructure programs, focusing on procurement of engineering and design services for a major transportation program. You will work with senior contract administrators from solicitation through closeout, ensuring compliance and effective negotiations.

Qualifications

• Bachelor's degree in business, public administration, finance, or related field, or equivalent combination of education and experience.
• 2+ years of procurement or contract administration experience.
• Experience supporting solicitations or administering contracts within an established procurement process.
• Familiarity with public procurement rules and standard contract terms.
• Proficiency with Microsoft Office Suite/Office 365 (Outlook, Teams, Word, Excel, PowerPoint).

Responsabilités

• Support the qualifications-based selection of engineering and design consultants, from advertisement through award.
• Prepare solicitation documents that meet applicable procurement rules.
• Organize evaluation meetings where consultant statements of qualifications are scored and support the panel through the process.
• Support task order fee negotiations by checking proposed staff hours against the defined scope for reasonableness.
• Perform day-to-day administration of executed agreements, including reviewing contract documents and monitoring compliance.
• Work with project managers and consultant representatives to answer questions and resolve issues on contract compliance and terms.
• Prepare progress reports on active contracts for project managers and management.
• Perform compliance checks needed to close out a contract.
• Work within established procedures under the direction of senior contract administrators.
