Job summary

Luster National in Washington, DC seeks Contract Administrators to support large heavy civil infrastructure programs across highways, bridges, transit, aviation, and water projects. Roles span the full contract lifecycle from solicitation to closeout.

Candidate profile includes 5+ years in transit procurement/contract administration, experience with RFPs and a range of contract types, and proficiency with ERP systems like Unifier, PeopleSoft, SAP Ariba, or e-Builder.

Qualifications

• Bachelor’s degree in business administration, engineering, construction management, or public administration, or related field, or equivalent combination of education and experience.
• 5+ years of transit and transportation contract administration or procurement experience for large (> $500M), complex, heavy-civil infrastructure projects.
• Experience developing and administering requests for proposals, invitations for bid, requests for quotes, scopes of work, and specifications.
• Working knowledge of a range of contract and agreement types and solicitation methods used to award them.
• Experience administering task orders from proposal through closeout on multiple task order contracts.
• Experience with contract management, procurement, or ERP systems (e.g., Unifier, PeopleSoft, SAP Ariba, e-Builder).
• Proficiency with Microsoft Office Suite/Office 365.

Responsibilities

• Support each assigned contract and task order through its full life cycle on transit/transportation capital programs.
• Develop and review solicitation packages for completeness and conformance with requirements.
• Coordinate pre-proposal meetings and prepare addenda before proposals are due.
• Support proposal evaluation, including documenting results and preparing award packages.
• Coordinate collection and verification of bonds, insurance certificates, and other documents for contracts.
• Administer contracts after award, tracking deliverables, funding, and periods of performance.
• Evaluate change proposals and support contract modifications and negotiations.
• Verify solicitations and contract actions against procurement requirements.
• Maintain contract files and audit-ready records in CM systems.
• Coordinate with project managers and legal, finance, risk, and compliance staff.
• Support contract closeout and final payment processes.
