Job summary

Luster National seeks Contracts and Claims Specialists for heavy civil infrastructure programs, including highways, bridges, transit, and water projects. You will analyze claims, test cost and time against contracts, and develop positions for negotiation and dispute resolution.

Candidates should have 5+ years in contract administration and claims on large projects, with strong skills in CPM scheduling and cost analysis.

Qualifications

• Bachelor’s degree or equivalent in a related field.
• 5+ years of contract administration and construction claims experience for large, complex projects.
• Experience analyzing or supporting claims and paid adjustments for entitlement, cost and schedule impact.
• Working knowledge of standard construction contract terms and public agency contracting requirements.
• Ability to interpret contract documents, plans, specs, and cost/schedule records to build entitlement narratives.
• Experience with CPM scheduling software (Unifier, Aconex, e-Builder, Primavera P6).
• Proficiency with Microsoft Office Suite (Outlook, Teams, Word, PowerPoint).

Responsibilities

• Analyze claims and evaluate entitlement against contract provisions.
• Evaluate requests for equitable adjustment and disputed proposals for cost reasonableness.
• Review claimed costs and overhead against contract provisions and records.
• Coordinate with scheduling staff to evaluate time impact analyses and extensions.
• Assemble contemporaneous records to support the program’s position.
• Develop independent cost estimates and quantity checks for disputed changes.
• Prepare claim position papers and recommendations for decision-makers.
• Support negotiation and settlement of disputed changes and claims.
• Coordinate with counsel, claims consultants, and project controls on strategy.
• Track open claims and disputed exposure by contract.
